Blackheads are clogged pores filled with dead skin combined with the natural oil of the face. That's why it's very important to use a new toothbrush for this (one that doesn't have bacteria from the mouth).
Moisten a small towel with hot water (or heat the damp towel in the microwave for a few seconds). Place the towel on your clean face for 10 minutes, covering the affected areas. This will help open the pores.
Next, take the toothbrush, moisten it in hot water, and gently brush your nose from the center to the sides and then from the sides to the center. The movement will help the dirt come out of the pores.
