To prepare the topping of the cake, known as streusel, mix the ingredients with an asterisk* (1/3 cup brown sugar, 1/3 cup sugar, 1/3 cup flour, 4 tbsp unsalted butter cut into pieces, 1 tbsp ground cinnamon, and chopped walnuts) with your fingers. Set aside.
Preheat the oven to 350 degrees (180 C). Grease 2 round 9-inch pans. In a large bowl, mix the flour, baking soda, baking powder, cinnamon, and salt. In a separate bowl, mix the sour cream with the brown sugar and regular sugar, the eggs, and the melted butter. Stir until well combined.
Gradually add the flour mixture to the egg mixture. Mix until smooth and well blended.
Divide the mixture into the cake pans and sprinkle the streusel mixture from step 1 over each cake.
Place the pans in the oven for 25 to 30 minutes until golden brown and a toothpick comes out almost dry. Let the cakes cool for 15 minutes before serving.
