Heat water in the pressure cooker over medium heat; add the pork ribs, onion, and garlic. Cover and cook for 7 minutes once the valve starts to sound.
Mix in a bowl the garlic powder with the onion powder, chili flakes, sugar, mustard, ketchup, lemon juice, apple cider vinegar, Worcestershire sauce, Maggi seasoning, pepper, and salt.
Remove the ribs from the pot and coat them with the previous mixture, reserving some for glazing later.
Place the ribs on a baking tray and bake for 20 minutes. Glaze the ribs halfway through the cooking time with the sauce you reserved.
