Place the meat, a quarter of an onion, and a garlic clove in a pressure cooker or a regular pot until well cooked; in the pressure cooker, about 30 minutes will be enough. Let it cool a bit and chop the meat into small pieces or shred it, according to your preference.
While the meat is cooking, chop the tomato into small cubes and slice the remaining onion into half moons.
In a saucepan, once the meat is chopped or shredded, add a bit of oil until hot, add the onion until it becomes translucent, then add the tomatoes and the meat, mixing until all ingredients are combined.
Add the chiles, depending on your taste, the bay leaf, and the cumin.
Add salt to taste and let it boil.
