Blend the cilantro, lime juice, and garlic in a blender. Add 1/4 cup of water.
In a deep bowl, mix the chicken, peppers, and onion. Add the marinade. Cover and refrigerate for at least 30 minutes (if you like the chicken very marinated, refrigerate the night before). Season with salt and pepper.
Heat a large skillet over medium heat and add the olive oil and cumin, cooking for 30 seconds. Add the chicken, peppers, and onion and cook for 12-15 minutes or until the chicken is thoroughly cooked.
Serve with warm tortillas, accompanied by cream and green salsa to taste.
