Mix the flour and butter in a pot over medium heat. Cook until it turns golden.
Pour in the evaporated milk, stirring constantly to prevent lumps from forming.
Cut the chicken, carrot, and onion into small cubes and add them to the pot. Add the rest of the vegetables.
Let it boil for 10 minutes or until the chicken is fully cooked.
