Grill the bell pepper, onion, and garlic. Add the vegetables to a blender and incorporate the cream cheese to form a sauce.
Cook the potatoes in the microwave for 7 minutes. Cut the zucchini and carrot into julienne strips. Fry them with a little oil and incorporate the rice.
Remove the potatoes from the microwave and brown them in a pan with oil.
Set aside a bell pepper for presentation.
