For the sauce, blend the tomato, onion, garlic, allspice, and salt.
For the picadillo, in a pan, add the oil, ground meat, onion, and cook for 5 minutes, pour in the sauce, add the potato, carrot, oregano, bay leaf, and cook for 15 minutes. Add the peas, season with salt, pepper, and cook for another 10 minutes or until the liquid has reduced. Set aside.
For the dough, in a bowl, combine corn flour with wheat flour, oil, water, salt, and baking powder. Knead with your hands until a well-integrated dough forms. Set aside.
Form tortillas and fill with cheese and picadillo, then fold the tortillas to form the quesadilla. Form all the quesadillas and set aside.
Heat a small pot with vegetable oil, fry the quesadillas until crispy, and remove excess fat with a paper towel.
Open the quesadillas and serve with cream and green sauce.
