Preheat the oven to 350°F. Lightly grease a medium baking dish.
Combine the half-and-half, ¼ cup of sweetened condensed milk, and ¼ teaspoon of cinnamon in a medium bowl and set aside.
Combine the apples, remaining ½ cup of sweetened condensed milk, and remaining 1 teaspoon of cinnamon in a medium bowl.
Fill each tortilla with ½ cup of the apple mixture. Roll them up and place them seam side down in the greased baking dish. Pour half of the half-and-half sauce over the tortillas and reserve the remaining sauce for later.
Bake the tortillas for 20 minutes or until bubbling. Serve hot with the remaining half-and-half sauce and sprinkled with cinnamon.
