In a pot, mix the condensed milk, butter, cocoa powder, and chocolate powder. Cook over medium heat.
Using a wooden spoon, continuously stir while the sweet cooks. It should cook until it thickens, approximately 20-30 minutes. One way to know it's ready is if you can see the bottom of the pot when you move it.
Remove from heat and allow to cool.
Grease your hands with butter and form small balls with the sweet. Roll the balls in sprinkles and then place them in small cupcake liners.
