Preheat the oven to 180ºC. Prepare two pans by greasing and flouring them.
In a bowl, mix the dry ingredients; the flour, baking soda, baking powder, and salt.
In a separate bowl, add the butter and beat with an electric mixer until it is softer and a bit lighter in color. Add the eggs one by one and mix. Add the vanilla.
Add one cup of the dry ingredient mixture and let it mix, then add half a cup of milk and let it mix. Repeat this process until you finish with both mixtures.
Divide the batter into two pans, filling them about 3/4 high. Bake the cakes for 30 to 35 minutes. Insert a toothpick into the cake and check that it comes out clean.
Let it cool for 15 minutes, run a knife around the edge of the pan and invert it to release it more easily.
For the frosting: Place the 3 egg whites, 3/4 cup of sugar, salt, and water in a double boiler, stirring constantly until the sugar is completely dissolved, about 3 minutes. Transfer to a bowl and beat with an electric mixer until it reaches stiff peaks. Reduce the speed and add the vanilla, mixing just until combined.
Frost your cake with the frosting and add finely sliced lemon on top for decoration and to make it look and taste lemony.
