3/4 cups sugar
1/4 cups cocoa
1 teaspoon baking soda
1/2 teaspoons salt
1 cup water
1/4 cups oil
1 tablespoon vinegar
1 teaspoon vanilla essence
1 liter vanilla ice cream
chocolate syrup

Incorporate the dry ingredients, then gradually add the wet ingredients.
Once you have a homogeneous mixture, pour it into the cupcake liners (molds) filling them to 2/3 capacity.
Bake them in the oven at 180° for approximately 18 minutes, or until cooked through.
