Grease an 8-inch square baking dish with cooking spray and line with parchment paper, leaving a 2-inch overhang on each side.
In a large bowl, mix the graham cracker crumbs, hazelnuts, cocoa, and salt. Add the sweetened condensed milk. Melt the dark chocolate in a double boiler for 4 minutes.
Stir the chocolate into the cookie mixture until a homogeneous mixture forms. Pour the mixture into the prepared baking dish, cover with a piece of plastic wrap, and press down firmly. Refrigerate until firm enough to cut, at least one hour.
Lift the parchment paper to remove the brownies from the baking dish and cut into 16 small squares. Store the brownies in an airtight container in the refrigerator for up to 5 days.
