In a small pan, bring the heavy cream to a boil. Immediately pour the hot cream into a bowl with the chocolate. Stir until well combined.
Add the champagne and cognac and let it cool for about 2 hours. Using a fruit scoop, take portions of the mixture and leave at room temperature for 15 minutes.
If you notice that the chocolate is too liquid to form balls, refrigerate for a few minutes, take each ball and roll it in your preferred decoration.
Return to the refrigerator. Prepare your colored cupcake liners and place each ball on them.
