Preheat the oven to 180°C.
In a large bowl, whisk together the brownie mix, flour, brown sugar, and salt.
Add the eggs, milk and continue mixing. Add the melted butter, vanilla, and mint extract, stirring until well combined.
Pour the divided batter into two greased round pans lined with parchment paper. Bake for 9-11 minutes. Remove from the oven and let cool completely.
For the filling: Beat the butter and powdered sugar with an electric mixer for 2 minutes. Add the vanilla, heavy cream, water, and salt. Beat on high speed for 4-5 minutes until the mixture is fluffy.
Continue adding water one teaspoon at a time until you reach the desired consistency (it should be thick and fluffy).
Once the brownies are completely cool, remove them from the mold and add the filling to one of them, placing the other brownie on top to form a sandwich.
Add the crushed candy canes, covering the edge of the filling.
Dust with powdered sugar.
