Whip the cold whipped cream at medium or low speed for 6 minutes.
In a container, mix the condensed milk and powdered milk. Add the mixture to the whipped cream in a folding motion, add a little vanilla and continue mixing.
In a baking dish or container, add the mixture with a little chocolate chips and nuts, then refrigerate for at least 4 hours.
