In a blender, pour the sweetened condensed milk with the lemon juice and water, and blend for one minute. Pour the mixture into a baking dish.
Add the drops of food coloring, one by one, stirring a little with a fork, but avoiding fully dissolving the green. Cover the dish with plastic wrap and place it in the freezer for 5 hours, until the mixture is completely frozen.
Remove the dish from the freezer and, using a spoon, scrape the lemon ice until you have enough shaved ice. Distribute the shaved ice into 8 small cups or containers. If necessary, place the ready cups in the freezer before serving to prevent them from melting.
