Preheat the oven to 180ºC. In a 24-cupcake tray, place the liners.
Mix the flour, cocoa, baking soda, salt, and baking powder in the bowl of the mixer.
Add the sugar with the softened butter, water, vanilla extract, and eggs to the mixer and stir until you have a smooth and homogeneous mixture.
Put the chocolate chips in a bowl and mix with 2 tablespoons of flour. Add to the mixer mixture and stir briefly.
Divide the cupcake mixture among the 24 cupcake liners until they are 2/3 full.
Bake for 20 minutes or until a toothpick inserted comes out clean.
Add a few drops of green food coloring to the vanilla frosting until the desired green is achieved.
When the cupcakes are cool, add the frosting and green chocolate chips.
Using a piping bag, make the white lines of the field with frosting.
Melt the white chocolate in a double boiler, place wax paper on a tray, and then paint the chocolate with a few drops of yellow food coloring.
Put the melted chocolate in a piping bag and shape the goalposts on wax paper. Freeze for 10 minutes and then place them on the cupcake.
