Preheat the oven to 180 °C. Place the cupcake liners in a 12-cup muffin pan.
Sift the flour, cocoa, and sugar into a medium bowl, and mix. Add the butter, eggs, and milk, and beat with an electric mixer on low speed until all ingredients are combined. Increase to medium speed and beat until the mixture is smooth and pale in color.
Fill each liner three-quarters full with the mixture. Bake for 15-20 minutes. Cool on a wire rack.
Beat the butter with an electric mixer until it becomes pale and smooth. Add the milk and half of the powdered sugar. Beat until well combined. Add the remaining powdered sugar and beat until the mixture is smooth and fluffy.
Add enough green food coloring to achieve your desired shade.
Using a star tip, pipe green frosting and create swirls on each cupcake to resemble a tree. Decorate with chocolate candies and serve.
