Preheat the oven to 180°C. Place cupcake liners in two 12-cup molds.
Mix flour and baking powder, make a well in the center of the flour and pour in the eggs, water, and oil. Beat with a mixer to incorporate for about two minutes. Add the vanilla ice cream and continue beating for another 3 minutes until well combined.
Pour into the liners filling them 3/4 full, and bake for 20 to 22 minutes or until a toothpick inserted comes out clean.
Let cool on a wire rack.
