Preheat the oven to 175ºC. Grease a cupcake pan or line with paper cupcake liners.
In a large bowl, mix the brown sugar, butter, and peanut butter, and beat until smooth and creamy. Add the eggs one at a time, continuing to beat after each addition. Add the vanilla extract. In another bowl, combine the dry ingredients: flour, cream of tartar, baking soda, and salt. Gradually add this mixture to the previous mixture, alternating with the milk, until well combined.
Fill the cupcake liners to 1/3 of the top edge. Bake for 15 to 20 minutes, until the tops of the cupcakes spring back when pressed with a finger.
Let cool for at least 10 minutes before removing from the pan and transferring to a wire rack to cool completely.
