Preheat the oven to 375°F (190°C). Heat the syrup until it is liquid, then let it cool.
Sift the flour, baking soda, and spices into a bowl. Add the butter.
Rub the mixture with your fingers until it resembles fine crumbs.
Add the sugar to the crumbly mixture and combine well.
Beat the egg into the cooled syrup until well mixed.
Pour the syrup mixture into a well in the center of the flour mixture. Knead.
On a lightly floured surface, knead until the dough is smooth.
On a floured surface, roll the dough to a thickness of about 5 millimeters.
Using the cutter, make as many little men as possible and place them on the trays.
Combine the extra scraps, roll them out, and make more little men until all the dough is used.
Decorate the little men with raisins. Add eyes, a nose, and buttons.
Bake for 10 to 12 minutes, until golden. Transfer to a rack to cool.
If using, mix powdered sugar in a bowl with enough water to create a thin icing.
Transfer the frosting to the piping bag; it will be helpful to place the bag in a jar.
Decorate the little men with the frosting to create clothing, hair, or whatever you prefer.
Let the frosting cool completely before serving or storing.
