In a bowl, mix the flour, baking powder, spices, salt, and pepper.
In another bowl with an electric mixer, beat the butter and vegetable shortening for 1 minute. Add the brown sugar and beat for 2 more minutes. Add the egg and continue beating.
Add the mixture of dry ingredients until a stiff dough is formed. Finish mixing it with your hands and make two balls. Cover the balls with plastic wrap and refrigerate for 2 hours.
Take one of the balls from the refrigerator and let it sit at room temperature for 10 minutes. Place it on a clean, floured surface and roll it out with a rolling pin until it is 1/2 cm thick. Use a Santa-shaped cookie cutter to cut out the cookies and place them on greased baking sheets. Repeat with the other ball of dough.
In a bowl, beat the egg yolks and add a drop of food coloring or enough to reach the desired color.
On each cookie, add a layer of the yolk mixture and food coloring.
Bake the cookies for 10-12 minutes or until they are slightly golden. Remove from the oven and while still warm, add another layer of icing to the cookies. Let cool.
Put the vanilla icing in a fine-tipped piping bag and decorate the cookies by making Santa's hat, beard, eyes, and mouth.
