Place the water in a pot along with the lemon peel, butter, salt, and bring to a boil over medium heat. Once it reaches a small bubble, lower the flame and remove the lemon peel.
Add the flour and baking powder all at once and use a wooden spatula to mix constantly until you obtain a compact and uniform dough; keep stirring until you achieve this. Once ready, remove from heat.
Incorporate the eggs one by one while continuing to stir the mixture to cool it down, as this will help prevent the temperature from affecting the egg and cooking it prematurely.
Using two spoons, drop a bit of the mixture into a pan with enough hot vegetable oil; you'll notice how the mixture begins to take a circular shape and will expand. Keep the fritters at medium-low temperature until the ball doubles in size and the dough starts to crack, as this is a sign that the fritter is starting to puff up. Remove from the oil and drain on paper towels.
While still hot, coat the fritter balls in sugar to cover well and make an opening large enough to fill.
