In a large saucepan, place cream, and ½ cup of sugar, simmer over low heat, remove from heat, and add the gelatin and liqueur, mixing until the gelatin has dissolved. Divide the mixture into 6 ramekins and refrigerate for 2 to 3 hours.
Place the remaining sugar in a pot and dissolve with water, add the cinnamon, raspberries, and wine.
