Mix the flour with the salt and baking powder. Add to the butter mixture and knead until a dough that doesn't stick to your fingers is formed.
Place the dough on wax paper and refrigerate for at least 30 minutes.
Prepare two trays with wax paper and cooking spray, and preheat the oven to 180 degrees Celsius.
Roll out the dough with a rolling pin and make cookies using cookie cutters in the shapes of Star of David, menorahs, etc. Place the cookies on the trays.
Bake the cookies for 10 minutes or until they are slightly golden. Remove from the oven and allow them to cool.
Make the icing by mixing powdered sugar, meringue powder, and water. Add food coloring to half of the icing to have white and blue icing.
Decorate the cookies with the white and blue icings.
