Preheat the oven to 350°F. Grease and flour two 9-inch round cake pans.
In a large bowl, mix sugar, flour, cocoa, baking powder, baking soda, and salt. Add eggs, milk, oil, and vanilla; beat on medium speed for 2 minutes. Stir in boiling water (the batter will be thin). Pour evenly into the pans.
Bake for 20 to 35 minutes or until a long toothpick inserted in the center comes out clean. Cool for 10 minutes and transfer to wire racks. Allow to cool completely.
Add several drops of red food coloring until the frosting reaches the desired shade of pink. Spread the frosting on the cake.
Cut a heart shape from wax paper in the desired size. Lightly lay it over the surface (without pressing against the cake); use the edge of a knife or a toothpick to outline the heart on the frosting. Remove the paper. Arrange the mini REESE'S along the drawn heart line. Yields 10 to 12 servings.
