Combine the sugar and peanut butter in a mixer on medium speed until well combined. Transfer the mixture to a piping bag.
Melt the chocolate in a double boiler, keeping the melted chocolate over hot water. Use a small spoon to coat cupcake liners with the chocolate. Make sure the chocolate covers the bottom and sides. Place the liners on a cupcake tray to maintain their shape. Put them in the freezer for 10 minutes until they harden.
Take the liners out of the freezer and use a piping bag to fill them with the peanut butter mixture until they are 3/4 full. Fill the rest of each liner with melted chocolate; you can use a spoon for this. Return to the freezer for 25 minutes.
