Preheat the oven to 180 degrees Celsius and position the rack in the upper third of the oven.
Toast the pine nuts on a baking sheet for 4-5 minutes (be careful not to burn them).
In a deep bowl, mix the flour, sugar, baking powder, orange zest, salt, cinnamon, and pine nuts.
In another deep bowl, mix the oil and the egg. Incorporate with the flour mixture and mix with your hands until a dough is formed.
In another deep bowl, place 1/4 cup of sugar. Take the dough and with a spoon, separate a tablespoon of dough. With your hands, roll it into a ball and coat it in sugar, then place it on a greased baking sheet. Repeat with the entire dough.
Bake for 10 minutes or until the cookies are golden brown. Remove from the oven and allow to cool before removing from the tray.
