Place the gelatin in the cold milk for a couple of minutes. Meanwhile, place the orange zest, vanilla, and sugar in a saucepan, add 800 ml of cream and simmer for a few minutes.
Remove the gelatin from the milk, heat the milk and when hot, add the gelatin and stir until fully dissolved, then add to the cream, strain and let cool.
Lightly whip the remaining cream and add to the panna cotta.
Make the caramelized orange. Place the sugar in a saucepan and caramelize, add the Grand Marnier and orange juice, then add the segmented orange and remove from heat.
Put some caramelized orange in individual cups, then the panna cotta cream and finish with a bit more caramelized orange.
Place in the refrigerator for at least 5 hours.
