In a saucepan, combine the sugar, lemon juice, and water. Cook until it reaches the syrup stage (do not touch it, if you insert a spoon or stir, it won't turn out well). Be careful not to let it burn.
Place the egg whites and cream of tartar in the mixer and beat until stiff. At that moment, pour in the prepared syrup with the sugar. Note: the syrup is added while the mixer is running. The more you beat the frosting, the stiffer it will become.
