In a medium-sized deep bowl, mix the flour and salt. Add 2 tablespoons of oil and mix the flour until it has a crumbly consistency.
Add 3/4 cup of hot water and mix with a fork until a dough forms. Transfer to a clean surface and knead for 10 minutes.
Place the dough in a greased baking dish, cover with a damp towel, and let it rise for 30 minutes at room temperature.
Meanwhile, in a large pot, boil the potatoes until they are well cooked, approximately 20 minutes. Remove from the water and allow to cool. Dice into cubes.
In a deep bowl, mix the potato with the chopped green onions, jalapeño, cilantro, and spices.
Take the dough and divide it into 12 portions. Roll each portion into a ball and flatten it to create a circle of dough. Cut the circle in half and fold one corner over the middle of the circle and fold the other corner over this to form a triangle that is open at the top. Use your fingers to pinch the edges to seal them.
Fill each triangle with 2 tablespoons of potato and use your fingers to pinch and seal this edge as well.
Heat the vegetable oil in a pot for at least 5 minutes and fry the samosas. Each samosa should be fried for approximately 2 minutes on each side.
Remove from the oil and place on paper towels to absorb the remaining oil.
