Peel the carrots and cut them into 4 or 6 pieces lengthwise. Trim the ends of the green beans and leave them whole. Steam the vegetables in salted water for 15 minutes.
Rinse the fillets and dry them very well with a paper towel. Apply olive oil, salt, and pepper to both sides.
Place the vegetables at the ends of each fillet (so they stick out), roll up the fillets, and secure them with a wooden toothpick.
Place the rolls in a baking dish greased with a little olive oil and bake for 8 minutes at 350ºF.
To make the sauce, melt the butter, add the cream, sugar, and paprika, and stir over low heat.
Pour this hot sauce over the fillets at the time of serving.
