In a bowl, mash the potatoes until you get a puree, add the shrimp powder, cotija cheese, egg, breadcrumbs, and season with salt and pepper. Use a spoon to mix until all ingredients are combined.
Take a little of the mixture with your hands and form the patties, cook in a skillet with a little oil for a couple of minutes or until golden brown. Drain on paper towels and set aside.
For the green sauce, in a small pot with water, boil the tomatoes, onion, and chiles for about 10 minutes. Let cool slightly and blend without liquid until you obtain a sauce.
In a pot, heat the oil over medium heat and fry the sauce. Once it comes to a boil, cook for 10 minutes, add the nopales, season, and set aside.
