In a small deep bowl, mix the 2 tablespoons of water and the gelatin. Let it sit for 1 minute.
In a small pot, mix the sugar, 1 and 1/4 cups of water, the milk, and the gelatin. Cook and stir over medium-high heat until the mixture boils. Remove the pot from heat and add the almond extract, stirring.
Pour the mixture into a square baking dish. Refrigerate for about 2 hours or until the mixture sets.
To serve, cut the pudding into 16 squares. Using a spoon, place the mandarin segments and pineapple pieces into 8 small bowls. Top each with 2 squares of pudding.
Store the remaining pudding in the refrigerator.
