Bring a large pot of water and salt to a boil. Cook the linguini in the boiling water for 6-7 minutes or the time indicated on the package until al dente.
Remove from the water and rinse with cold water to stop the cooking. Save 1/2 cup of the water for the sauce.
In a large skillet, melt the butter and sauté the garlic and chili. Add the shrimp and lemon zest and cook for 3 minutes.
Add the wine and lemon juice and let it boil for 1 minute.
Add the pasta, the cream, and 1/2 cup of the pasta water. Mix well, season with salt and pepper, and remove from heat.
Serve garnished with chopped scallions.
