Cook the couscous as instructed on the package, letting it sit in boiling water for 20 minutes and fluffing the couscous with a fork when it is ready.
While the couscous is cooking, chop the tomatoes and bell peppers. Finely mince the garlic and cut the shrimp into pieces.
Prepare the dressing: stir the lemon juice with the garlic, salt, pepper, and salt. Gradually add the oil, whisking with a balloon whisk to thicken it. Add the finely chopped cilantro (or mint) to the dressing.
Stir the couscous (already cooked) with the shrimp and chopped vegetables and add the dressing.
Keep refrigerated until serving.
