Preheat the oven to 180 °C. Place the walnuts on a baking sheet lined with parchment paper and bake for 7 to 9 minutes. Remove from the oven and let cool.
Once cooled, rub the walnuts with your hands or with a cotton towel to remove the brown skin.
Place the walnuts in a blender and process until finely chopped. Add 2 tablespoons of water, lemon juice, mustard, honey, and oil. Season with salt and pepper.
Blend until it has a creamy consistency. If it is too thick, you can add a little more water, 1 teaspoon at a time, to avoid making it too runny.
