Peel the potatoes with a peeler and place them in a bowl with ice water. Drain and cut into medium cubes. Set aside.
Add the potatoes and water to a pot, and once they start to boil, cook for 12 minutes. Drain and set aside.
Place the potatoes without water in the same pot, use a masher and mash with the butter. Then, add the cream, cook over medium heat, season with salt and garlic powder. Cook while stirring for 10 minutes.
Serve the mashed potatoes and garnish with chives.
