Place the rice with 2 cups of water and
sugar in the Express Pressure Cooker® over high
heat.
Close the Express Pressure Cooker® and put the
pressure regulator on, place it on
the stove over high flame for about 25 minutes
or until a constant steam comes out, lower the flame
to medium and cook for 10 minutes.
Remove the Express Pressure Cooker® from the heat,
let it cool, remove the pressure regulator,
open the Express Pressure Cooker® and voila!
Drain and set aside.
Meanwhile, in another pot over medium
heat, place the milk with the cinnamon stick
and the strips of orange. Let it
slightly boil for 5 minutes.
Using a slotted spoon,
remove and discard the cinnamon and the strips
of orange.
Integrate the condensed milk,
sugar, butter, and cream
for whipping, and constantly mix
with a wooden spoon
to prevent sticking to the bottom of
the pot.
Let it boil for a few minutes and remove
from the heat. Add the cooked rice and
mix until fully integrated.
Transfer the rice to a baking dish and
let it cool.
Serve in small glasses
garnished with cinnamon to taste.
