One day in advance, soak the cod in cold water. Change the water at least 4-5 times to remove the excessive salty flavor.
Place the chopped garlic in a large pot with olive oil.
Add the cod in pieces and fry. Set aside on a plate and shred the cod. (Note: the cod is fried raw, do not cook it in water)
In the oil used to fry the cod, add the tomato puree and cook for 15 minutes, stirring with a spoon.
Return the cod to the pot and cook for another 5 minutes.
Add the potatoes, olives, capers, and bell peppers.
Add the pasilla pepper to the cod and cook everything on low heat for 20 minutes, stirring occasionally to prevent burning.
Add the paprika and chopped parsley.
Adjust the seasoning (be careful with the salt because the cod is already quite salty).
Drizzle a bit of olive oil on top.
Preheat the oven to 180°C.
Spray the cooked potatoes with a little cooking spray and bake for 20 minutes to brown.
Stuff with the cod and serve.
