Mix well the basil, lemon zest and pepper on a plate.
Add the cream cheese in the basil mixture; see it to cover all sides evenly, pressing the basil mixture against the cream cheese so that it adheres well. Cut the cream cheese bar horizontally in half; Press the Parmesan cheese against the cut side of the cream cheese. Cover with the ham and the other half of the cream cheese, with the cut side down.
Serve at room temperature or heat it in the microwave until it is lukewarm. Serve it as pate with cookies.
