For the marinade, broil the garlic, onion, tomato, chilies and whole black pepper on pan at medium heat. Soak chilies with hot water for 5 minutes or until softened.
Blend the ingredients previously roasted with the chilies, the soaking water, the cumin, the salt, the vinegar and the orange juice until you get a smooth sauce.
Heat a skillet over medium heat with the oil and seal the ribs, season with salt. When they get golden, add the potatoes and marinade. Cook for 20 minutes or until the ribs are cooked. Season to taste.
Serve the ribs covered in sauce, garnish with fresh coriander and serve with the vegetables.
