Cook the wheat with 1 liter of water for 15 minutes in the pressure cooker.
Once the wheat is cooked, blend it with the same cooking water and strain it through a medium-hole colander.
Place 2 liters of water in a pot with the cinnamon stick and the two piloncillos and bring to a boil. Once it boils and the piloncillos have dissolved, add the previously cooked, ground, and blended wheat, along with the evaporated milk.
Let it boil for about 10 minutes and then turn off the heat, allowing it to cool a bit.
