Mix the rice with the hot water in a bowl and let it rest for 10 minutes, then strain the rice.
Blend the soaked rice, sweetened condensed milk, evaporated milk, a little of the whole milk, and the cinnamon stick for about 3 minutes. Strain and set aside.
Place the ice, cinnamon stick, and white rum in a large pitcher. Finish filling with the horchata and mix thoroughly.
Enjoy the horchata crazy water with rum well chilled.
