Heat a skillet that you can also use in the oven over medium heat. Add the olive oil and cook the asparagus for 30 seconds. Add 1 tablespoon of water, cover, and cook for 3 minutes.
Add the scallions and pepper and mix. Remove from heat.
Preheat your oven to broiler and place the rack in the upper third.
Whisk the eggs with 3 tablespoons of water and the dill. Pour the eggs over the asparagus and cook over medium heat for 2 minutes. Cover the eggs with the strips of salmon and cheese. Cook for 5 more minutes.
Place the skillet under the broiler and cook for 2 minutes or until the frittata is lightly browned. Remove from the oven and serve.
