Fry the corn tortillas in oil until golden, like a tostada.
Blend the tomatoes with the chili, a bit of onion and garlic, salt, and pepper, and cook for 8 to 10 minutes. (You can omit the chili if you don't like spicy food)
Fry the slices of ham and make sunny-side-up eggs.
Cover the toast with a little tomato sauce, place a slice of ham, the sunny-side-up egg, another bit of sauce, and sprinkle cotija cheese on top.
You can serve the toast with tomato sauce and cheese, or just with ham as you prefer. Or if you like, you can add cream.
