In a large skillet over medium heat, heat the vegetable oil and sauté the onion and garlic for 3 minutes.
Add the tomato, carrot, and peas, and cook for 2 more minutes.
Add the ground beef and cook for 1 minute.
Add the canned tomato, tomato puree, chicken bouillon powder, oregano, and chili, and cook until the broth begins to boil. While cooking the meat, use a wooden spoon to break it apart and mix it so that it cooks evenly.
Continue cooking until the meat is well cooked. Add the potatoes and cook for 2 more minutes, mixing well.
Remove the hash from the heat and serve.
