Preheat the oven to 190.
Dissolve the achiote in the liquids, adding the cilantro.
Place it in a baking dish lined with aluminum foil, leaving enough overhang to cover it. In it, create a bed with the onion to place the chicken on top.
Pour the achiote mixture over the chicken, and place the orange slices on top. Bake for 35 minutes.
