Thoroughly clean the chiles, remove the seeds and veins, and soak in hot water for 10 minutes.
In a skillet over low heat, add a little oil and sauté the onion, garlic, and spices lightly until they release their aroma, then add the apple cider vinegar.
Blend the previous preparation with a bit of the water from soaking the chiles, add the chiles, and continue blending until you have a smooth and homogenous mixture. Set aside.
Marinate the meat with the previous preparation for 3 hours, then bring it to a boil with the same marinade for 40 minutes in a pressure cooker to make it tender. Set the meat aside.
For the consommé, roast the tomatoes and remove the skin. Blend with 2 cups of the meat broth.
In a medium saucepan, heat a little oil and, using a strainer, pour in the previous mixture, add 1 liter more of broth and 1 liter of water along with a bit of ground marjoram, adjust seasoning, and cook for 30 minutes.
